NASHVILLE, Tenn., Jan. 28, 2009 – Qualifacts Systems Inc., the leading provider of enterprise Software as a Service (SaaS) for human service and behavioral health providers, announced a consortium of three community mental health agencies in Colorado have selected Qualifacts to provide enterprise software.

Colorado West Regional Mental Health, Inc. (CWRMH), Midwestern Colorado Mental Health Center (MWMHC) and Southwest Colorado Mental Health Center (SWCMHC) formed West Slope Casa, LLC in 1994 to serve as the Managed Service Organization for Colorado substance abuse funds through the Alcohol and Drug Abuse Division. The three mental health centers, through West Slope Casa (WSC), are members of the behavioral health organization that provides Medicaid, mental health and managed care to 43 of Colorado’s 64 counties.

In 2008, the three centers elected to extend their partnership by implementing a standard electronic health record system. According to Beth Utton, Project Coordinator, the mission of the Colorado Consortium is “to create, maintain and continually improve an Electronic Health Record that is responsive to both management and the clinical staff.” The consortium chose Qualifacts’ CareLogic for its comprehensive, web-based format that provides easy access to real time data from any location with internet access.

Over the last year, the three Centers served approximately 21,000 unduplicated clients. As comprehensive community mental health centers, principal programs include emergency services, outpatient therapy services, psychiatric and medication management services, service coordination, consumer and family support services, substance abuse services, vocational services, inpatient hospitalization and crisis stabilization services. The Colorado Consortium expects to increase the quality of all of these services to their clientele through the core CareLogic Enterprise system along with a number of customized functions that will be designed in partnership with Qualifacts Systems, Inc.

Qualifacts’ CareLogic software continues to be a logical fit for consortiums, and this is the fourth consortium in the past 18 months that has selected Qualifacts.

“Given the software delivery model, it is an easy move to shift from a single installation to a consortium installation without adding a significant IT infrastructure burden,” says Shelly Burke, executive vice president/CFO of Southwest Colorado Mental Health Center. “Organizations choosing a consortium installation are typically looking for economies of scale, synergy between members and more standardized data capture for reporting.”

“In the current economic climate, behavioral health providers across the US are continuing to forgo traditional, on-premise software and its high start up costs,” said David Klements, president and CEO of Qualifacts. “Software as a Service allows providers like the Colorado consortium to preserve capital while getting up and running quickly with a fully integrated platform.”
